CASP Health Insurance Appeals Guide

Health insurance played almost no role in the treatment of autism before the turn of the century. Although autism was (and still is) a health condition diagnosed by a physician or psychologist pursuant to the Diagnostic and Statistical Manual of Mental Disorders, the health insurance industry left to other systems the financial burden of autism treatment. All of that changed with the enactment of autism insurance mandate laws throughout the first two decades of the 21st century. States mandated that health insurers bear the costs of evidence-based autism treatment for an individual properly diagnosed by a physician or psychologist. This autism insurance reform movement reshaped the entire landscape of autism treatment, in particular Applied Behavior Analysis (ABA), by framing the funding of treatment in terms of medical necessity. Autism service providers learned a new language, created new “insurance manager” positions within their businesses, and embraced a whole new way of thinking about funding for autism services. In this environment, the importance of understanding and pursuing appeals of denied claims has never been greater. A successfully appealed claim can make the difference between ongoing treatment for an individual with autism and unreached potential due to an inability to afford treatment. With a keen understanding of the importance of insurance appeals to families and providers, The Council of Autism Service Providers releases this Guide to set forth clear information that consumers and treating providers need to know when appealing denials of autism services. This Guide was written by leading health insurance experts to help educate individuals about their appeal rights and explain the steps in the appeals process. As part of the efforts to promote health equity, federal and state regulations have been adopted to promote due process for patients who have been denied care because an insurer will not authorize medically necessary coverage or has otherwise made adverse benefit determinations. Unfortunately, the goals of the insurance appeals process are undermined when patients and their treating providers are not aware of their appeal rights and how to best leverage the internal and external appeals systems to try to get medically necessary care covered. Even when patients and providers understand their appeal rights, health plans may still uphold their denial of care. In addition to this Guide, CASP offers training that further providers’ understanding of the appeals process when there is a denial of care for autism. Under our carefully trained volunteers, athletes will have access to programs that provide skills training, social experiences, and confidence. The Autism Project

The Autism Project, based in Johnston, Rhode Island, is a non-profit organization committed to improving the lives of children and adults with developmental disabilities, including those diagnosed with profound autism. Our services include professional training, parent education and coaching, Social Groups, a Summer Camp, and Adult Programming designed specifically for individuals on the autism spectrum. In 2024, we supported 126 individuals with profound autism across our social programs from 5 years old to 34 years old. Our Social Groups focus on enhancing social interaction and communication skills for children, teens, and young adults with autism spectrum disorder (ASD), emotional regulation challenges, or related communication disorders. These groups are led by highly trained professionals, including speech-language pathologists, occupational therapists, and mental health practitioners, and are supported by educators and staff trained in best practices for working with individuals with ASD. This year, TAP introduced a new group for members using AAC devices. The group is unique since everyone, including staff must use a device. The intent is to level the field for all. Staff gained insight into what it’s like for the conversation to move on before you finish your thought. How hard it is to keep up with the conversation as you form your answer. Members of the group increased their usage of their individual device in this group, as well as other groups they participated in. Camp WANNAGOAGAIN! is another key program, offering participants the chance to engage in real-life experiences, learn new leisure skills, and form friendships in a structured and supportive environment. The camp is staffed by experienced professionals who understand the unique needs of individuals with severe and profound autism. In 22 years, no camper has been sent home! It’s not always easy, but staff knows how important it is to problem solve in real time to keep a camper safe and content. It’s camp. It’s their camp and it’s our job to bring the supports, interests and compassion to keep the camper engaged and ready to come back the next day. Our Adult Programming, known as Unity Community, is tailored for autistic adults and focuses on fostering friendships and creating memorable social experiences. Among the various groups we support, our profound autism group meets in person on Mondays and Wednesdays from 10:30 a.m. to 12:30 p.m. During these sessions, participants engage in physical activities suited to their abilities, contribute to the upkeep of a community garden, and undertake tasks such as mail delivery, organizational work, and maintaining the group room. These activities are guided by the lead facilitators who ensure that the programming is both meaningful and supportive of the individuals' growth and development. TAP’s commitment to individuals with profound autism spans 30+ years. Our staff brings years of classroom experience and passion to improve the lives of all autistic people. TAP is the only organization in Rhode Island with ongoing social groups (31 weeks each year) and a summer camp (3 weeks) where all are welcomed and supported to ensure their successful participation and learning. This is our 21st year. To accomplish this, TAP uses an incredibly detailed application. Staff educates caregivers that we need to know strengths and challenges so we can build a staff to meet the individual’s needs. We do not want any surprises in the woods at camp! For some it means being in a parallel group as they familiarize themselves with the building, staff and routine. Each week spending a little more time with the group until they are ready. For some it’s a matter of weeks, for others, months. That is okay. The goal is to make the experience a comfortable and stress free for the member and their family. The goal is to have people come BACK! TAP’s Family Support Specialists are also available to coach families with evidence-based strategies, resources, and school concerns. They are all parents of individuals with autism and receive extensive training on strategies for support as well as how to be there for a caregiver across the lifetime for support, information, and encouragement. FSS team members do individualized training for caregivers across the lifetime. Our professional training department lead trainer is a master level educator with over a decade of experience teaching students with profound autism in New England and Italy.

UNSEEN (Caregiver Documentary)

About the Documentary Unseen follows Jess and Ryan Ronne, a blended family with 8 children, including Lucas, who has profound disabilities requiring total care. Their situation has gotten more and more challenging as Lucas gets older and stronger. With limited resources and support, caregiving takes a toll on their physical and mental health. It’s a common story among parent caregivers: the isolation, uncertainty about the future, lack of options, and a never-ending daily to-do list means the role of caregiver overpowers nearly every other facet of life.
